India's Javelin Deal: A Boost Or A Setback For DRDO?

India plans to assemble American Javelin missiles under a new partnership with Tata Advanced Systems. The deal could strengthen local manufacturing, but questions remain over technology transfer, costs and India's indigenous alternative.

India is set to explore the assembly of American Javelin anti-tank missiles on Indian soil, in a move that could deepen its defence manufacturing partnership with the United States.

Tata Advanced Systems and the Javelin Joint Venture, the Raytheon and Lockheed Martin partnership, have signed an MoU to explore co-production of the Javelin All Up Round in India. Tata will act as the Indian prime partner, with a proposed facility expected to handle final assembly, integration and some component production.

But the deal comes as warfare changes rapidly. Ukraine has demonstrated how inexpensive FPV drones and loitering munitions can challenge heavily armoured platforms at a fraction of the cost of traditional missiles.

He describes Javelin as one of what experts call “boutique weapons”, arguing that modern warfare increasingly relies on precision mass, with large numbers of relatively low-cost unmanned systems.

Yet that does not necessarily make the Javelin obsolete. Its fire-and-forget capability gives soldiers a portable weapon that can engage armoured targets without requiring the operator to maintain guidance after launch. It also provides an option that may complement drones, particularly where electronic warfare can disrupt wireless unmanned systems.

The bigger question is how Javelin fits alongside India’s indigenous MPATGM.

Unnithan says the Indian system is “as good as any other in the world” and highlights its top attack capability and tandem warhead. He also argues that India needs to scale up the programme because developing its own missile creates technological expertise that cannot be gained simply through assembly.

At the same time, Javelin could provide an operational capability while the indigenous system expands into larger-scale production.

Technology transfer remains another key issue.

Lockheed Martin is expected to produce sub-assembly kits in Alabama, while Raytheon will produce guidance electronics in Arizona. These components would come to India for assembly.

“Very clearly from the terms of the deal, it appears that the Javelin is going to be an assembly, assembled in India project,” Unnithan says. “The technology resides with the United States.”

That distinction matters. Local assembly can strengthen manufacturing skills and supply chains, but it is different from owning the underlying technology, design and intellectual property.

There is also a geopolitical dimension. If Indian-assembled Javelins eventually become part of a wider American supply chain, questions could arise over their end use, including whether they could ultimately reach conflicts involving countries with which India maintains strategic relationships.

Unnithan says there is “always a danger of that happening” and argues that India would need to carefully consider the end use of such weapons.

For India, therefore, the Javelin deal need not be viewed as a choice between foreign technology and indigenous development. It could serve as an immediate capability while MPATGM continues to mature.

The long-term measure of self-reliance, however, will depend on how much technology India develops and controls for itself.
