New Delhi: Financial authorities in the United Kingdom and India have agreed to coordinate oversight of clearing houses, establishing formal arrangements for bilateral reliance and administrative data-sharing between the two markets.

The pact, formalized through a Memorandum of Understanding announced on Wednesday, October 28, 2026, by the Securities and Exchange Board of India (SEBI), creates an operational bridge with the Bank of England (BoE).

Under the bilateral arrangement, Britain’s central bank is permitted to place direct reliance on SEBI’s domestic oversight and supervisory functions regarding clearing corporations authorized in India. The framework is designed to preserve the financial stability of the United Kingdom while honoring the existing legal and statutory structures of both jurisdictions.

At the core of the accord are central counterparties (CCPs). These institutions stand between trading counterparties in financial transactions, absorbing default exposure to guarantee that settlements conclude and contractual commitments remain fulfilled. As cross-border financial transactions grow in scale, divergent regulatory demands across jurisdictions can complicate clearing functions unless oversight bodies maintain structured channels of coordination.

According to SEBI, the new framework addresses these transnational mechanics by enabling regulatory cooperation and information exchange tailored to clearing activities.

Both institutions intend to maintain continuous institutional oversight without duplicating administrative compliance, allowing the Bank of England and SEBI to handle matters involving Indian-recognized clearing entities within their respective domestic statutes.
