New IT Park Planned at Damana Square: Odisha Seeks Developer for 25-Acre Project

Bhubaneswar is set for another major expansion of its technology infrastructure, with the Odisha government inviting developers to build and operate a new integrated IT park on nearly 25 acres at Damana Square. The project is expected to address the growing shortage of premium office space for technology firms while strengthening the capital’s position as a destination for IT, IT-enabled services, electronics and semiconductor investments.

The Electronics and Information Technology Department, through the Odisha Computer Application Centre (OCAC), has floated an Expression of Interest (EOI) to select a developer for the design, development, financing, operation and long-term maintenance of the proposed facility under a public-private partnership model. As reported by The New Indian Express, Interested firms have until August 17 to submit bids.

Planned as a modern “walk-to-work” campus, the IT park will come up near Damana Square along the Jaydev Vihar-Nandankanan corridor. The site occupies a strategic location between Bhubaneswar’s two established technology hubs—Infocity, roughly 3 km away, and Infovalley, about 23 km away—making it attractive for both domestic and multinational technology companies seeking ready infrastructure.

According to the project vision outlined in the EOI, the development will span around 45 lakh square feet of built-up area, with a substantial portion earmarked for IT and IT-enabled services. The integrated campus is also expected to accommodate companies engaged in electronics, semiconductor technologies, Global Capability Centres (GCCs), artificial intelligence and other emerging digital industries, while offering commercial and support infrastructure required for a self-contained technology ecosystem.

The initiative comes as Odisha seeks to keep pace with a rapidly expanding pipeline of investments in information technology and electronics manufacturing. The state has witnessed increasing interest from companies proposing projects across IT, semiconductor, electronics manufacturing and related sectors, creating demand for high-quality office and industrial space that existing facilities have struggled to meet.

The Damana project also marks the next phase of a plan that has been under discussion since early 2025, when the Electronics and IT Department sought allocation of the 25-acre parcel, originally under the Bhubaneswar Development Authority, for creation of a world-class technology park. Officials had argued that the city lacked sufficient purpose-built IT infrastructure after a significant portion of land in Infovalley was allotted to non-IT activities, leaving several approved companies waiting for suitable space.

Industry stakeholders had pointed out that several major firms, including Deloitte, Cognizant and Concentrix, have been operating from rented premises across Bhubaneswar because of the shortage of dedicated IT campuses. Companies such as SiCSem Pvt Ltd, RIR Power Ltd and Heterogeneous Integrated Packaging Solutions Pvt Ltd have also been awaiting land allotments, while the state has continued to attract investment proposals in IT, IT-enabled services, electronics, semiconductors and data centres.

The proposed integrated IT park is expected to complement Odisha’s broader strategy of expanding technology infrastructure through new IT parks, technology business parks, GCC facilities, data centres and semiconductor ecosystems. Alongside initiatives such as the proposed semiconductor park near IIT Bhubaneswar and IT infrastructure projects in other regions of the state, the Damana development is intended to strengthen Odisha’s capacity to attract large-scale technology investments and generate skilled employment.
