Jalan Padawan Phase 1 works progress ahead of schedule

SERIAN (April 8): Upgrading works for Jalan Padawan Phase 1, spanning 14.9km from Tapah junction to Teng Bukap, are progressing ahead of schedule at about 54 per cent.

State Deputy Minister of Infrastructure and Port Development Datuk Aidel Lariwoo said the project is on track for completion by February next year, with the contractor committed to finishing earlier.

According to the Public Works Department (JKR) Serian as of March 25, physical progress stood at 54.18 per cent against the scheduled 53.25 per cent, while financial progress reached 53.12 per cent compared to the planned 52.55 per cent.

“We are lucky to have a very capable contractor for this project. Progress is slightly ahead of schedule at around 54 per cent, and we hope it can be completed earlier than planned,” Aidel said after a project briefing by JKR Serian at Tapah here on Tuesday.

He added that the current contractor, TMK Construction & Transport Sdn Bhd, was appointed under a new tender to complete the remaining works after the earlier contract was terminated.

Aidel explained that the project initially faced delays due to structures occupying the road reserve, including some within the centre alignment, which prevented construction from proceeding.

“After land acquisition, some structures were built within the reserve. This caused delays as the contractor could not proceed with the works,” he said.

He said resolving the issue required time and coordination between JKR and the Land and Survey Department, including engagement with affected occupants.

“The government has agreed to compensate those involved, and we hope the matter can be settled quickly so the project can proceed smoothly,” he added.

He said the earlier contractor was unable to continue due to these constraints, leading to the termination of the contract and the appointment of a new contractor.

On connectivity, Aidel said Phase 2 — covering about 15km from Kampung Teng Bukap to Annah Rais — has been planned, with design completed and implementation expected under the 13th Malaysia Plan (13MP).

He said the full alignment will link Jalan Kuching-Serian from Simpang Tapah to Annah Rais and connect to Jalan Serian-Tebedu, improving connectivity between Kuching, Serian and Tebedu.

“This will improve connectivity within the area and support movement between Kuching, Serian and Tebedu.

“We hope that under 13MP, the entire stretch from Jalan Padawan to Annah Rais will be completed,” he said.

Aidel noted that encroachment within road reserves has also affected other projects, including in Bau, and should be addressed early to avoid delays.

“That is the risk when constructing roads along existing alignments where structures are already present,” he said.

He added that once the issue is fully resolved, the Jalan Padawan Phase 1 project is expected to be completed ahead of schedule.
