EU strengthens satellite communications with new GOVSATCOM Hub in Cologne

The GOVSATCOM Hub is an important development in Europe’s efforts to provide reliable and resilient communications for security-critical operations across the continent.
The ceremony brought together senior representatives from European institutions, the German Government and the space sector, highlighting the strategic importance of the new facility for Europe’s future security and digital infrastructure.
Supporting government communications
EU GOVSATCOM officially became operational in January 2026 and provides secure satellite communication services to EU institutions and national public authorities responsible for essential security and emergency operations.
The programme supports organisations involved in protecting critical infrastructure, managing crises, conducting civil protection missions and ensuring public safety.
One of the system’s key strengths is its ability to pool satellite communication capacity from participating EU Member States. This shared approach allows authorised users, including countries that do not operate their own government satellite systems, to access secure communications whenever they are needed.
Building a more resilient network
At the centre of the GOVSATCOM programme is a secure platform, the Hub, which links authorised government users with satellite communication services across Europe. The Hub ensures dependable, real-time connectivity during emergencies and other situations where conventional communication networks may be unavailable or disrupted.
Since the programme launched earlier this year, an interim GOVSATCOM Hub operated by the European Union Agency for the Space Programme (EUSPA) has been delivering secure and cost-effective communication services. The new permanent Hub sites in Cologne and Athens, Greece, will gradually replace this temporary infrastructure.
Having two operational sites will improve redundancy and reliability, ensuring that services continue even if one location experiences technical issues or disruptions. This dual-site approach will significantly strengthen Europe’s governmental communications network.
Preparing for the future
The Cologne GOVSATCOM Hub also represents an important stepping stone towards IRIS², the European Union’s next-generation sovereign satellite communication constellation. As the GOVSATCOM system continues to evolve, the Cologne facility will introduce greater automation, enhanced cybersecurity measures and improved operational performance.
These upgrades are designed to strengthen Europe’s long-term strategic autonomy by reducing dependence on external communication systems while ensuring secure connectivity for governments and public authorities across the EU.
The development of the Cologne Hub shows the European Union’s ongoing commitment to investing in secure space-based infrastructure that supports both national security and public services. By combining satellite resources from multiple countries into a single coordinated system, GOVSATCOM provides a practical and efficient solution for governments facing increasingly complex security challenges.
As construction progresses, the Cologne site will play a central role in expanding Europe’s secure communications capabilities while laying the foundations for the future IRIS² programme.
