A third victim, also in Eagle Mountain, paid Torres $3,000 up front and then an additional $3,000 when he claimed he was just about done with the project, according to the affidavit.

"When she returned home, she observed the project was not close to being done. Victim 3 attempted to work with Torres for several months to have the work completed.
