Utrecht court orders psychiatric treatment for man, 68, in child sexual assault cases

On Monday, the court in Utrecht sentenced Johannes F., 68, to 113 days in prison and compulsory psychiatric TBS treatment for a series of sexual assaults in 2023 and 2024. The sentence is, however, equivalent to the time he has spent in pre-trial detention, meaning that he will not have to return to prison. The Utrecht resident was convicted of sexually assaulting two children, aged six and nine; sexually assaulting a woman; and indecent exposure. The sentence matches the demand of the Public Prosecution Service (OM).

On August 30, 2024, the man stroked the shoulder of a nine-year-old girl at Molenpark. He then asked for a kiss, the court wrote.

The following day, the man cornered the eight-year-old victim with his bicycle in Máximapark. He asked the child if he wanted to help clean up, among other things. F. then took his hand and kissed him on the cheek.

In another case, F. also exposed his genitals to a woman at a bus stop on Croeselaan. He fondled his genitals and moaned while making sexual remarks towards the woman.

In June 2024, he touched another woman’s genital area, breast, and leg without consent. He then licked her arm and attempted to kiss her.

The judge acquitted F. of two charges of sexual misconduct due to a lack of evidence. Both of those cases involved children.

The court said it considers F. less culpable for the offenses due to experts determining he has an intellectual disability, antisocial traits, and severe alcohol addiction. “The court considers it irresponsible to allow the defendant to return to society without treatment,” the ruling states.
