Odisha Successfully Integrates SNA-SPARSH System, Clears Pension Backlog

Odisha’s recent digital overhaul has brought sweeping relief for vulnerable communities, clearing up major technical problems that had blocked welfare payments. The state, working under the National Social Assistance Programme (NSAP), managed to send not just the overdue payments for two months but also current financial aid directly to 17,60,435 people. That’s 91.5% of the total registered NSAP beneficiaries in Odisha—nearly everyone who relies on this support, including senior citizens, widows, and people with disabilities living below the poverty line, who were facing tough financial situations.

The delays began when the government rolled out a mandatory technology update at the start of the 2026-27 financial year. Nityananda Gond, Minister for Social Security and Empowerment of Persons with Disabilities, explained that the Ministry of Rural Development chose to switch to the central SNA-SPARSH platform to make NSAP run more smoothly. Setting up this new system wasn’t easy. It involved connecting the central government’s NSAP portal with Odisha’s Integrated Financial Management System (IFMS), the Public Financial Management System (PFMS), and the Reserve Bank of India’s payment systems—a complicated web that took time to get right.

Now that the technical integration and testing are done, payments are rolling out quickly through the new system. Gond confirmed that the cleared funds cover the backlog for April and May 2026. Government teams have already started disbursing the June payments as well. According to the program’s rules, senior citizens and widows aged between 60 and 79 receive ₹1,000 each month, and those aged 80 or above get ₹3,500.

Gond stressed that the administration, led by Chief Minister Mohan Charan Majhi, is fully committed to keeping this welfare program strong. The focus now is on reaching the last 8.5% of beneficiaries who haven’t received their money yet. The ultimate aim is to use this advanced digital system to stop technical snags from interfering again, making sure every monthly pension credit lands in accounts on schedule, every time.
